Ice Manipulation is one of the miracles displayed by the gods of the Pantheon. It is a fairly rare miracle to be performed, and, in fact, there was no god in the last two centuries who was capable of performing this miracle. It is the ability to summon and control ice and cold.
It's last known user was Woden in the 19th century Recurrence. She was capable of bringing cold and displayed the power by freezing a glass of wine while threatening Lucifer, which implies she is capable of using it to cause direct harm.[1]
Later, after sacrificing herself to grant the Creature a consciousness, it inherited her form and her powers, and used it to freeze the entire Lake Geneva to walk over it in order to run away. Before it, however, she also threatened Inanna with it. However, there was never any true display of this miracle being performed to harm, so it's fighting potential remains unseen.[1]
Since the last two Wodens were fakers, they did not have this miracle.
